At the regional conference CyberPulse 2025, held in Podgorica and organized by the Regional Cooperation Council (RCC), the European Commission, and WB3C, the General Director of the National Cybersecurity Authority of Albania, Mr. Igli Tafa, presented a concrete proposal aimed at strengthening regional cooperation in the field of cybersecurity.
Mr. Tafa proposed the creation of a Joint Advisory Committee with the participation of Western Balkan countries, designed to operate on two levels:

Strategic level – focusing on cyber diplomacy, particularly on coordinated responses to organized cyberattacks and alignment with EU laws and standards.

Technical level – enabling the exchange of threat intelligence, security updates, and the formation of joint incident response teams.
The Committee would operate on a rotating leadership basis and be inspired by Confidence-Building Measures (CBMs) similar to those implemented within the United Nations framework, also incorporating collaboration with private sector experts.
“We must think and act together, based on concrete foundations and clear plans. Otherwise, each of us will remain on our own isolated island,” emphasized Mr. Tafa, encouraging the RCC to take concrete steps toward the realization of this initiative.
CyberPulse 2025 brought together policymakers, experts, and industry representatives from across the Western Balkans, offering a unified platform to share experiences, strengthen digital resilience, and address the growing cybersecurity challenges through enhanced regional cooperation.
